V Property Facility Congress: revealing unnoticed 17.02.2012

The fifth Property Facility Congress organized by the company IM Events took place on the eve in the congress hall of the Moscow hotel “Kebur Palace”. The most topical issues of property management market were considered: construction management at the facility in the regions, liability insurance for owners and management companies, energy audit of the objects, and the minimization of errors made during the construction.

The congress was opened by Elena Kislitsyna, the senior management of real estate management commercial real estate of Jones Lang LaSalle. According to her remark, it is important to involve the management company at the design stage of commercial object. The main difference of the external MC from the company created by the owner is that the experts of the first one can find more opportunities to increase the capitalization of the building, whether commercial or office center.

Ms. Kislitsyna also reminded about the staffing problem. “We always trying to find people in the regions, but we can’t find the suitable candidates for key positions there, then we can draw staff from other cities. We also provide training as our task is the creation of skilled workers in the region where we work”, - the expert said.

Some participants noted that even today Moscow has a “virgin land” for management companies; so this is not the most sensible decision to send the best professionals to work in the regions.

The next was the speech of George Naidenov from Colliers International PM dedicated to the key differences of the market of real estate management in Moscow and St. Petersburg. According to his words, the feature of the North's capital market is that is has enough large local and chain facility management companies. “The market of St. Petersburg is large enough for the local companies that prefer not to go to other regions” – Mr. Naidenov told adding that market property management is weaker developed in the capitals.

Andrey Filippov, Director of Sales and Marketing of Colliers International FM (IFM), told about the features of the provision of IFM- services to tenants. Alexander Jerusalimov, the general manager of EcoEnergy Audit devoted his paper to the problem of energy inefficiency of commercial real estate in Russia. The expert said that the energy efficiency of GDP 2,5-3 in Russia is lower than in China.

Valery Seleznev, the member of the State Duma of Federal Assembly of Russian Federation, the first Deputy Chairman of State Duma Committee on Property opened the second session. He noted the need to intensify the need to intensify the process of transition management companies for compulsory self-regulation (SRO). “The technical regulations and town-planning code have no the certainty categorization of dangerous objects and living quarters”, - the deputy has told. “The intelligible specific regulation depending on the destination is absent”, - Mr. Seleznev continued. “It could be implemented through the use of the mechanisms required SRO”, - government representative summed up.

The last third session of the Congress was devoted to open discussion of the cost of service business center of В+ class “Ferro-Plaza” with the total area 20,500 sq. m. The company “Ferro-Estate” that at the moment manages the building itself demonstrated the current budget for maintenance of the BC. In response, the management companies NAI Becar and CBRE presented their proposals for the costs of operation. Everybody was surprised as the total annual amount for the operation of the building coincided with the three companies, the differences in numbers were a matter of interest and that proves the effectiveness of internal control structure.
